A business unit has bee set up by the state-owned Taiwan power company to focus on development of offshore wind projects.
The first project will be a 110MW wind farm off the coast of Changua on the west side of the island.
The project is expected to cost around $616million.
It said it has plans to install about 1GW offshore.
