Gordon McIntosh, director of enterprise, planning and infrastructure for Aberdeen City Council, said he was committed to the 11-turbine European Offshore Wind Deployment Centre (EOWDC).
Mr McIntosh cited a rejuvenated interest from Vattenfall for recent project enthusiasm.
Last month Aberdeen Renewable Energy Group handed over the running of the project to Aberdeen City Council.
Mr McIntosh, who is currently preparing for talks with billionaire entrepreneur Donald Trump regarding the scheme, said:”There is a clear intention that there will be a wind farm off Aberdeen in due course.”
