The Russian Government has put former German Chancellor Gerhard Schroeder forward for a place on the Rosneft board.
Rosneft, which is 50% state-owned, plans to increase the number of directors on its board from nine to 11.
Mr Schroeder, who led Germany from 1998 to 2005, has been nominated for an independent director position, according to a government decree published on Friday.
Rosneft’s shareholders are expected to vote on the nominations on September 29.
Mr Schroeder is currently the chairman of the shareholders’ committee of Nord Stream AG, a consortium behind the construction of a Baltic pipeline.
Nord Stream is led by Gazprom.
