Operators are being urged to make changes voluntarily in a bid to implement measures more quickly.
The Civil Aviation Authority made a number of recommendations more than two years ago.
It came after five accidents involving offshore helicopters in the North Sea.
The most recent report said it was clear there was support from operators to make changes with a number of recommendations being met.
However, it was found introduction of six of the safety measures had stalled including self-righting lifejackets as well as standardisation of push-out window emergency exits.
The 2014 recommendations included a ban on helicopters being allowed to fly offshore in severe sea conditions.
